Aspirants must be able to read, write, speak and comprehend in English language. ICAO concentrates on the implementation, understanding, and the standardization of all the elements, towards the achievement of the English Language Proficiency Level 4 as a minimum operational level, equally valid within all Member States.

Pilots must be capable of using aeronautical radios efficiently in a voice which is clear, crisp and concise for Radio telephony communication and all other elements pertaining to aviation. (See more Circular 2019 LINK )
